Rouruina Emil’e-Brown

Chief Executive, CIDANZ | KSM, Etu Pasifika Board Member, Vaka Tautua

MARG Chair

Rouruina has dedicated more than 35 years of service to Pacific families and communities, guided by faith, family and collective wellbeing.

Since her appointment as Chief Executive of the Cook Islands Development Agency New Zealand (CIDANZ) in 2015, she has led with compassion and vision, steering the organisation through some of the most challenging seasons for Pacific people in Aotearoa.

Her leadership was pivotal during the COVID-19 pandemic and the 2023 severe weather events, where she mobilised support networks to deliver food, care and essential services to South Auckland families.

She has also championed cultural and educational initiatives, including the establishment of Ta’i Tamaiti Turanga Rangatira, a Cook Islands total immersion early learning centre in Māngere, and has fostered Vaine Tini (women’s) programmes, social enterprises, and the celebration of Cook Islands identity through Te Maeva Nui New Zealand.

Beyond CIDANZ, Rouruina is an active member of the Auckland Social Sector Pacific Collective, sits on the Etu Pasifika Auckland (EPA) Board, and serves as Matua with Fonua Ola. In 2024, she was awarded the King’s Service Medal (KSM), an honour she humbly accepted as recognition of the resilience and brilliance of her people. She continues to inspire with a message at the heart of her leadership: “Lead with your heart, love unconditionally, and embrace the unique strengths of your community.”
