Leuluaiali’i Catherine Poutasi

Leuluaiali’i Catherine Poutasi is a strategic leader in social policy and commissioning, currently serving as Director of Commissioning, Disability Support Services (DSS) at the Ministry of Social Development. With a wealth of experience across central government agencies, including the Ministry of Pacific peoples, she specialises in policy development, contract management, procurement, research, and evaluation. Her work is driven by a commitment to creating equitable, evidence-based solutions that empower communities and improve outcomes.

Recently returning from New South Wales, Australia, Catherine brings valuable commissioning expertise in the health, and communities and justice sectors. She is passionate about driving positive change and is committed to serving Pacific aiga and communities in Aotearoa.
Beyond her roles in the public service, Catherine has a strong background in business and governance, serving on a number of NGO boards including the Federation of Ethnic Communities Council of Australia. She is a champion for workforce development, ensuring that evidence, data, and research inform strategic planning, investment and prioritisation within commissioning cycles.

Proudly of Samoan and Scottish descent, Catherine comes from the villages of Fagali’i and Solosolo in Samoa. She also has two tamariki, who whakapapa to Te Rarawa, Ngāti Kahu and Ngā Puhi. Her connection to her cultures and communities drives her commitment to creating lasting, positive change.
